Bipartisan Infrastructure Law in New Jersey

To date, $5.6 billion in Bipartisan Infrastructure Law funding has been announced and is headed to New Jersey with over 120 specific projects identified for funding. Since the Bipartisan Infrastructure Law passed, approximately $4.4 billion has been announced for transportation – to invest in roads, bridges, public transit, ports and airports – and roughly $463 million has been announced for clean water. And, as of today, more than 240,000 households across the state are receiving affordable high-speed internet due to the Bipartisan Infrastructure Law.

The Bipartisan Infrastructure Law (also known as The Infrastructure Investment and Jobs Act ) is the largest long-term investment in our infrastructure in a century, and it’s a big deal for New Jersey. When you hear the word infrastructure, you probably think about roads and bridges. But this landmark legislation covers a lot more than that. It includes resources to ensure that our state is ready to take advantage of clean energy like solar and wind, providing reliable, affordable clean energy, even in extreme weather.  It’s also about to get a lot easier to drive an electric vehicle (EV) in New Jersey. The Bipartisan Infrastructure Law includes resources to build thousands of new EV chargers across the state, ensuring that everyone who wants to drive an EV can. Combine that with billions of dollars to improve public transportation like buses and trains, and it’s easy to see how the Bipartisan Infrastructure Law will reduce pollution, improve air quality, and create good-paying jobs right here in New Jersey.

These programs encourage investment in those transportation projects that will yield the greatest mobility, have the least environmental impact and make the most cost-effective use of available resources. The Infrastructure Investment and Jobs Act (IIJA) is the largest long-term investment in our infrastructure and competitiveness in nearly a century. It is also referred to as Bipartisan Infrastructure Law or BIL. This page provides information on the additional funding available through the IIJA and how to access it. IIJA funds target five main modalities: Transit, Climate, Existing Roadway and Bridge Maintenance, Water, and Broadband and Cybersecurity. Federal guidance favors projects that address equity, safety, sustainability, and reliability. These commitments should be considered from the initial ideation stage through the design, construction and maintenance of projects. The Department’s goals are to: Maximize federal dollars won by New Jersey, by prioritizing and supporting the most competitive applications Ensure efficient deployment of funds by working with our county and municipal partners

This page provides updates and resources related to the federal Infrastructure Investment and Jobs Act (IIJA) — also known as the Bipartisan Infrastructure Law (BIL) — signed into law on November 15, 2021. The NJTPA has a central role in ensuring that North Jersey can take full advantage of the funding and programs in the Act. In particular, the Act provides much needed funding to repair and improve road, rail and bridge infrastructure in the region. To be eligible for this funding, all projects will have to be approved by the NJTPA Board for inclusion in the region's Transportation Improvement Program or TIP . The Act also offers a host of funding opportunities for local governments to improve mobility for residents which can bolster local economies and quality of life (see resources below). As the region's Metropolitan Planning Organization, the NJTPA can assist in coordinating and helping with grant applications and submissions, including: Providing letters of support indicating that proposed activities are consistent with the region's long range transportation plan, Plan 2050 Providing data on regional travel or directing applicants to appropriate data sources Providing information on related or complementary activities in the region Providing assistance on strategies to address planning issues, conduct outreach and assess equity and environmental impacts. The NJTPA urges local governments or other organizations to contact the NJTPA and keep us informed regarding proposed applications for IIJA funding. This will ensure all concerned parties throughout the region can support and coordinate activities and realize the greatest benefits for the region's residents.

NJSTART is designed to streamline the procurement process and make it more efficient for companies to do business with the State.  Key features of NJSTART include:  direct notifications about new bidding opportunities emailed to vendors based on the commodity codes they select during registration;  an online repository for vendor forms, eliminating the need to prepare forms repeatedly;  vendors can view their remittance addresses to ensure their accuracy and select their preferred form of payment; and  vendors can see a snapshot of the certifications required to do business with the State along with their status.

WASHINGTON, D.C. – U.S. Senators Bob Menendez and Cory Booker (both-D-N.J.) today announced that the U.S. Environmental Protection Agency (EPA) awarded $94,815,000 to New Jersey from the Bipartisan Infrastructure Law through this year’s Clean Water State Revolving Fund (CWSRF). The funding will support New Jersey communities in upgrading essential water, wastewater, and stormwater infrastructure that protects public health and treasured water bodies. Nearly half of this funding will be available as grants or principal forgiveness loans helping underserved communities across America invest in water infrastructure, while creating good-paying jobs.

The Bipartisan Infrastructure Law is infusing $292 million into the completion of the Hudson Tunnel modernization project, which will rehabilitate the old North River Tunnel connecting New York and New Jersey, build a new tunnel and improve reliability for the 200,000 passengers who traverse the tunnel each weekday. President Biden visited New York City to champion the project on January 31, 2023, where he noted that this phase of the project will create 72,000 jobs.  “Yesterday in Baltimore, I announced that we’re building [the B&P Tunnel project] under the new project labor agreement. And we’re making sure there is [a PLA] here as well,” Biden said. “The agreement contractors and unions put in place … before construction begins to ensure major projects are handled with well-trained, highly skilled union workers that resolve disputes ahead of time, ensuring safer work sites, avoiding disruptions and work stoppages that can cause expensive and extensive delays down the line.” Funding for the modernization project faltered under the previous president’s administration. But thanks to the passage of the Bipartisan Infrastructure Law in 2021, construction can resume in earnest for this crucial phase of the project. This alone will put tens of thousands of union members to work – and once the tunnel has been fully modernized, it will vastly improve the working conditions for SMART Transportation Division members working for Amtrak and regional transit systems. “Since the passage of the Bipartisan Infrastructure Law, we’ve seen time and again how important critical infrastructure projects are for our members – both the sheet metal members who work on these projects, and the transit workers who keep our country moving every day,” said SMART General President Joseph Sellers. “We applaud the pro-labor leadership of Congress and the Biden administration in putting these funds directly towards projects that benefit working people.”
